One accountable launch plan

Exclusive Sales Mandate in Dubai for Real Estate Developers

An exclusive sales mandate in Dubai appoints one registered brokerage as the accountable sales partner for a launch, a tower or a full building, for a fixed term and scope. I take full-building and launch mandates for developers in Dubai, and advise developers in Canada, backed by a USD 1B exclusive sales mandate and USD 300M in personal sales.

What an exclusive sales mandate is

An exclusive sales mandate is a written agreement in which a developer appoints one brokerage as the sole accountable sales partner for a defined scope: a launch phase, a tower, or a full building. It sets the term, the pricing discipline, the targets, the reporting and the carve-outs, such as the developer's own direct sales.

It is not a promise that nobody else will ever sell a unit. A well-written mandate lets the lead brokerage build and manage a wider channel of co-brokers while one party stays responsible for the result.

A developer does not need more agents. A developer needs one accountable plan and the network to fill it.

Why Dubai developers use exclusive mandates

Dubai's market rewards speed and discipline. According to Dubai Land Department figures, the emirate recorded more than 270,000 real estate transactions in 2025, up 20%, with 193,100 investors, including 129,600 new investors. In a market that active, a launch with ten agencies quoting ten different prices loses buyers' trust quickly. One mandate holder keeps the price ladder, the message and the data consistent.

How developers appoint an exclusive sales agent in Dubai

  1. Confirm project readiness. Under Law No. (8) of 2007, a developer selling units off-plan must apply to the Dubai Land Department to open an escrow account, and needs the Department's written authorization before advertising off-plan units.
  2. Shortlist registered brokerages. Check that each firm and its brokers are registered with the Dubai Land Department. Broker cards and permits run through the Trakheesi system.
  3. Ask for a launch plan, not a pitch. Price ladder, release phases, payment plan, channel mix, weekly targets and the team that will deliver it.
  4. Agree the mandate terms. Scope, term, milestones, exclusivity carve-outs, reporting, marketing budget and termination rights.
  5. Sign the marketing contract. It is required in practice: for most advertising permits, the Dubai Land Department asks brokers for a copy of the marketing contract with the property owner.
  6. Secure advertising permits. Ads, project launch events, exhibitions and roadshows each need the right permit, processed online through the DLD.
  7. Launch and report weekly. Leads, viewings, reservations, conversions and pricing feedback, every week.

Procedures are updated from time to time, so confirm current requirements with the Dubai Land Department and your counsel before signing.

Off-plan launch sales strategy for Dubai developers

A launch is won before the first advertisement runs. My launch plans follow five stages:

  1. Position the product against what is actually selling, by unit type and price band.
  2. Build the price ladder and release inventory in phases, so early buyers are rewarded and later phases carry momentum.
  3. Design the payment plan. A payment plan is vendor financing; it should match the buyer profile you are targeting.
  4. Brief the channel. Co-brokers across the US, Canada, the UAE, India and Africa get one deck, one price list and one point of contact.
  5. Run international demand through roadshows and direct outreach to my 1.3M+ business-profile network across the GCC, India, Africa and North America.

For developers in Canada

I spent 14+ years in Toronto real estate. For Canadian developers, I advise on launch strategy, positioning and Gulf buyer channels, while trades in Canada are handled by locally licensed brokerages. For Dubai developers looking at North American buyers, the same corridor works in reverse. See Canada and UAE.

Frequently asked questions

What is an exclusive sales mandate in Dubai?

It is a written agreement in which a developer appoints one registered brokerage as the sole accountable sales partner for a defined scope, such as a launch phase, a tower or a full building. It sets the term, pricing discipline, targets, reporting and carve-outs. The lead brokerage can still manage a wider co-broker channel while owning the result.

How do developers appoint an exclusive sales agent in Dubai?

Confirm the project is ready to sell, including the escrow account required for off-plan sales. Shortlist brokerages registered with the Dubai Land Department, ask each for a full launch plan, agree mandate terms with milestones and carve-outs, sign the marketing contract, and secure the advertising permits before launch. Confirm current requirements with the DLD and counsel.

What is the difference between a sales mandate and an open listing?

Under an exclusive mandate, one brokerage owns the targets, price ladder, campaign and reporting. Under an open listing, many agencies market the same inventory with no single owner, which often leads to conflicting prices and duplicated ads. Open listings can suit small or resale inventory; full-building sales and major launches usually need one accountable plan.

Does an exclusive mandate stop other agents from selling?

Not necessarily. A well-written mandate usually lets the lead brokerage appoint and manage co-brokers under one price list and one set of rules, and it can carve out the developer's own direct sales or existing buyer relationships. Exclusivity means one party is accountable for the result, not that the market shrinks.

How long should an exclusive sales mandate run?

Long enough to complete the launch plan, short enough to keep pressure on performance. The right term depends on inventory size, release phases and construction timeline. I recommend tying the term to measurable milestones, with clear rights for the developer if targets are missed and clear rights for the brokerage if the developer changes scope or pricing.

Do you work with developers in Canada?

Yes. I spent 14+ years in Toronto real estate and closed USD 300M in personal sales. For Canadian developers I advise on launch strategy, positioning and Gulf buyer channels, while trades in Canada are handled by locally licensed brokerages. In Dubai, I act through my RERA-licensed brokerage, Adnan Feroz Properties L.L.C.
