Canada UAE Business Advisor for Deals in Both Directions

As a Canada UAE business advisor, I help Canadian companies win partners and contracts in the UAE and GCC, and help Gulf investors and companies find the right projects and counterparties in Canada. I am a Canadian citizen based in Dubai, and the new trade and investment agreements make 2026 to 2027 the window to move.

Canada UAE business: why the window is open now

In under a year, Canada and the UAE have put a full trade and investment framework in place. The agreements are signed. What most companies on both sides still lack is the right counterparty.

DateMilestone
November 20–21, 2025Investment protection agreement (FIPA) signed, CEPA talks launched and a C$70B (USD 50B) UAE investment commitment announced in Abu Dhabi (PMO)
May 19, 2026FIPA enters into force (Global Affairs Canada)
July 24, 2026CEPA negotiations concluded in Toronto (Global Affairs Canada)
October 27, 2026CEPA signed in Ottawa during the visit of the Crown Prince of Abu Dhabi, after 47 days of negotiation (Global Affairs Canada, Khaleej Times)
2027CEPA entry into force expected (PMO)

Once fully implemented, the CEPA reduces or eliminates tariffs on over 99% of current Canadian exports to the UAE. Two-way merchandise trade was C$3.5B in 2025, and more than 150 Canadian companies already operate in the UAE (Prime Minister of Canada). I explain the agreement in detail in my Canada UAE CEPA guide.

Agreements open the door. People walk through it. My job is to make sure the right people are in the room on both sides.

Direction one: Canadian companies in Dubai and the UAE

The UAE is Canada's top export market in the Middle East (Global Affairs Canada), and 4,112 Canadian companies were active Dubai Chamber members at the end of 2024 (Dubai Media Office). The Government of Canada names pulse and canola farmers, industrial machinery and power generation equipment makers, and aerospace among the CEPA's beneficiaries, alongside engineering, environmental, forestry and seafood sectors.

How to open a business in Dubai from Canada

  1. Decide the commercial model first. Distributor, direct sales, joint venture or project partnership. The legal structure follows the buyer.
  2. Pick the vehicle. Foreign investors can own up to 100% of most mainland companies (u.ae). Free zone companies are also fully foreign owned, and sell into the mainland through a distributor, branch, separate licence or permit (DMCC).
  3. Paper the relationship. Engagement letter and NCNDA before the first introduction.
  4. Build the room. A named list of buyers, distributors and government-linked decision-makers, met in person with a clear ask.
  5. Use Canadian support. CanExport SMEs can cover up to 50% of eligible costs, to a maximum of C$50,000 (Trade Commissioner Service).

Direction two: UAE investment in Canada and Gulf capital

The UAE committed C$70B (USD 50B) of investment in Canada in November 2025, with talks focused on critical minerals, energy, ports and AI (PMO). The first projects arrived with the October 2026 visit: an MOU between DP World, Arctic Gateway Group and CentrePort Canada for a corridor linking the Port of Churchill, an energy cooperation arrangement between Masdar and Natural Resources Canada, and an agreement between Invest in Canada and the Abu Dhabi Chamber (PMO).

Gulf principals I speak with want three things: a specific project, a clean structure and a credible Canadian counterparty. Plan regulatory steps early. The Investment Canada Act reviews significant investments by non-Canadians for net benefit and can review investments of any size on national security grounds (ISED). That is work for Canadian counsel, and I bring them in from day one.

Gulf capital and Canada: how I prepare a Canadian project

  1. One page, one ask. What the project is, what it needs, what the principal gets, and the decision timeline.
  2. Clean structure. Clear ownership, audited numbers where they exist, and regulatory steps mapped with counsel.
  3. The right room. Introductions to principals and family offices whose mandate already fits the sector and ticket size.
  4. A 90-day clock. A decision by day 90, so neither side burns a year on a maybe.

Strategic advisory and introductions only. Not investment, legal or tax advice, and not an offer of securities. Regulated activities are handled by appropriately licensed firms.

Frequently asked questions

What does a Canada UAE business advisor do?

A Canada UAE business advisor helps companies and investors move between the two markets. For Canadian companies, that means entry strategy, partners and signed deals in the UAE and GCC. For Gulf investors and companies, it means introductions to Canadian principals, projects and counterparties. I work one-on-one as a Canadian citizen based in Dubai, providing strategic advisory and introductions only.

How do I open a business in Dubai from Canada?

Start with the commercial model, not the licence. Decide whether you will sell through a distributor, directly or through a joint venture. Then choose a free zone or mainland company; most mainland activities now allow up to 100% foreign ownership. Sign engagement and confidentiality paperwork before introductions, and use Canadian support such as CanExport SMEs where you qualify.

Is there a Canada UAE tax treaty?

Yes. Canada and the UAE signed a tax convention, with a protocol, in Abu Dhabi on June 9, 2002, according to the Department of Finance Canada. How it applies depends on your residency, structure and income type, so speak with a qualified cross-border tax professional before you act. I do not give tax advice.

When does the Canada UAE trade agreement take effect?

The Canada-UAE CEPA was signed in Ottawa on October 27, 2026, and entry into force is expected in 2027, according to the Prime Minister of Canada. Once fully implemented, it reduces or eliminates tariffs on over 99% of current Canadian exports to the UAE. The separate investment protection agreement has been in force since May 19, 2026.

How much is the UAE investing in Canada?

In November 2025 the UAE committed C$70B (USD 50B) of investment in Canada, with discussions focused on critical minerals, energy, ports and AI. In October 2026 the two governments reported progress, including a DP World corridor MOU involving the Port of Churchill and a Masdar energy cooperation arrangement with Natural Resources Canada.

Do Canadian companies need a local partner in the UAE?

Not as a shareholder for most activities. The UAE allows up to 100% foreign ownership of most mainland companies, with approvals for strategic impact activities, and free zone companies are fully foreign owned. What you do need is commercial partners: distributors, channel partners and decision-makers who can buy or open doors. Confirm your structure with a licensed UAE lawyer.

Can you introduce Canadian companies to UAE investors?

I make introductions to principals and family offices where there is a fit, after an engagement letter and NCNDA are in place. I do not raise capital, broker securities or guarantee funding. My work is strategic advisory and introductions only; regulated activities are handled by appropriately licensed firms.

Move while the agreement is new

Whether you are a Canadian company heading to the Gulf or a Gulf principal looking at Canada, start with a 15-minute fit call. If I cannot move your file, I decline it and refund the call.
