UAE to US corridor

UAE Investment in the US: A Principal's Guide to Routes, Rules and Partners

UAE investment in the US sits inside a 10-year, USD 1.4 trillion framework the White House announced in 2025. For a Gulf principal or family office, the real work is choosing the route (direct asset, joint venture or platform acquisition), planning for CFIUS and state rules early, and vetting US counterparties before any money moves.

The UAE to US corridor in 2026

The headline is policy-backed. The White House describes a UAE commitment to "a 10-year, $1.4 trillion investment framework" in the United States, secured in March 2025, covering AI infrastructure, semiconductors, energy, quantum computing, biotechnology and manufacturing. During the May 2025 visit to the UAE, the two governments announced more than USD 200B of commercial deals and signed an AI agreement that supports that commitment (White House fact sheet, 15 May 2025).

Trade runs the same way. US goods trade with the UAE reached an estimated USD 39.1B in 2025 (USTR). On the US side, the stock of foreign direct investment reached USD 5.86 trillion at the end of 2025, according to the Bureau of Economic Analysis. The US wants this capital and has built federal and state machinery to receive it.

What the headlines leave out is the work underneath. A sovereign framework does not find a family office its US operating partner. That still happens one relationship, one term sheet and one signature at a time.

Gulf capital is not short of opportunities in America. It is short of counterparties it can trust on day one.

Three ways in: direct asset, joint venture, platform acquisition

RouteWhat it isBest forControlWhat to plan for
Direct assetBuying or building a specific asset, such as real estate, a facility or a project stakePrincipals with a clear thesis and patienceFull, but you carry operationsLocal management, state rules, CFIUS where the asset is sensitive
Joint venture with a US operatorGulf capital and relationships paired with a US operator's team and track recordFamily offices entering a new sectorShared; set by the JV agreementGovernance, deadlock and exit clauses; operator vetting
Platform acquisitionBuying a US company to grow through add-onsGroups that want a US base and US managementHighDiligence depth, CFIUS jurisdiction, keeping the management team

For a first US move, I usually start Gulf principals with a joint venture. It buys local knowledge while you learn the market. My guide to structuring a joint venture covers the clauses that matter.

How to open a US company from Dubai

The mechanics are simpler than most Gulf clients expect. The 2025 SelectUSA Investor Guide says a company "may register in any state" and is governed by the laws of the state where it is established. A business corporation is the most common entity type for foreign investors. Foreign persons can own a US business without US citizenship or a green card, although ownership alone does not authorize anyone to work in the US. You then register with the IRS for a Federal Employer Identification Number. Your US lawyer and accountant choose the state and structure; I make sure the structure serves the deal.

SelectUSA

SelectUSA, part of the US Department of Commerce, offers free services to firms, including introductions to economic development organizations (2025 Investor Guide). Its Investment Summit is the main annual meeting point: in May 2026 more than 5,500 people from over 100 countries attended in National Harbor, Maryland, and the 2027 summit is set for 2 to 5 May in the same place (trade.gov).

CFIUS

The Committee on Foreign Investment in the United States, chaired by the Treasury Secretary, reviews certain foreign investments. Its process "remains largely voluntary", but filing is mandatory in some cases, including certain transactions where a foreign government is acquiring a substantial interest and certain transactions involving critical technologies. Declarations have a 30-day assessment period; notices run a 45-day review and, if needed, a 45-day investigation (CFIUS overview). For a Gulf group with government-linked shareholders, that first point deserves early attention. Treasury has also launched a Known Investor Pilot Program to speed reviews for frequent filers.

State incentives

Each state competes for investment with its own incentives. SelectUSA maintains a State Business Incentives Database, linked from the summit page. I treat incentives as a tiebreaker between good sites, never the reason for a deal.

Finding and vetting US counterparties

This is where most Gulf mandates stall. My order of work:

  • Thesis first. Sector, ticket size range, control preference and hold period, written down before any introduction.
  • Engagement first. Engagement letter and NCNDA signed before names change hands (a rule on my desk).
  • Operator vetting. Track record verified with former partners, not references the operator chose.
  • Coordinator, never custodian. I never hold client funds. Money moves through regulated channels only.
  • One page before one meeting. Every introduction arrives with a short brief on fit, risks and the next step.

Step by step: UAE to US in 90 days

  1. Days 1 to 15: mandate and thesis. Agree scope, sectors and red lines; sign the engagement letter and NCNDA.
  2. Days 15 to 30: rules map. Your US counsel flags CFIUS, state and sector issues before any asset is chosen.
  3. Days 30 to 60: counterparty rounds. Introductions to US operators and principals that fit the thesis, with briefs.
  4. Days 60 to 80: structure. Route, vehicle and heads of terms, drafted by licensed advisers.
  5. Days 80 to 90: decision. Go or no-go, with the execution plan for the next 90 days.

Proof: introductions that became US business

Under my written global mandate (2025 to 2027) for Abdulla Bin Mujren Investment Group, a Dubai holding group of 14 companies, I have made introductions to US principals including Edward Karr in the US gold sector and Vikram Jain of Galaxy Weblinks in Boston. ABMIG is one of my mandates, not my whole business (the ABMIG mandate). Asif Zafar of ABMIG put it in one line: "He opens doors we did not know existed."

The Galaxy Weblinks relationship shows the corridor working both ways. As Head of Alliances and Growth at the US software firm, I have helped sign USD 30M of software deals plus active pipeline, including conversations with a fourteen-company Dubai holding group (the USD 30M story). Frequently asked questions

How much has the UAE committed to invest in the US?

The White House describes a UAE commitment to a 10-year, USD 1.4 trillion investment framework in the US, secured in March 2025, focused on AI infrastructure, semiconductors, energy, quantum computing, biotechnology and manufacturing. In May 2025 the two countries also announced more than USD 200B of commercial deals. Private Gulf investors still need their own thesis, partners and structure.

Can I open a US company from Dubai?

Yes. According to the SelectUSA Investor Guide, a company may register in any US state, and foreign persons can own a US business without US citizenship or a green card. Ownership alone does not give anyone the right to work in the US. You also register with the IRS for an Employer Identification Number. A US lawyer should choose the state and entity for your plan.

Do UAE investors need CFIUS approval?

Not always. CFIUS describes its process as largely voluntary, but filing is mandatory in some cases, including certain transactions where a foreign government acquires a substantial interest and certain transactions involving critical technologies. Investors with government-linked shareholders should get US counsel to assess jurisdiction early. This is general information, not legal advice.

What is the SelectUSA Investment Summit?

It is the US government's main annual event for foreign direct investment, run by SelectUSA at the Department of Commerce. The May 2026 summit in National Harbor, Maryland drew more than 5,500 people from over 100 countries. The 2027 summit is scheduled for 2 to 5 May in National Harbor. It is a strong place to meet state economic development teams.

How does a Gulf family office find US partners?

Start with a written thesis: sector, ticket range, control preference and hold period. Then work through warm introductions to vetted US operators and principals, not inbound pitches. I sign an engagement letter and NCNDA before any introduction, brief every meeting in writing and never hold client funds. Regulated work, such as placing securities, goes to licensed firms.

Do you raise capital or manage investments?

No. I provide strategic advisory and introductions only. I do not raise capital, manage money, hold client funds or give investment, legal or tax advice, and nothing here is an offer of securities. Where a transaction needs a regulated firm, such as a broker-dealer or investment adviser, that work is handled by appropriately licensed firms.

Start with the right introductions

If you have a US thesis and need vetted counterparties, Network King private introductions start from USD 50,000. For a full 90-day mandate, ask about an advisory seat.
